Boy Scouts troops often attend a Pack's Blue & Gold Banquet as part of a Webelos Crossover ceremony, welcoming a Scout into his new troop after he cross the bridge from Cub Scouts to Boy Scouts.
A Den Chief should be on hand with his den, to cheer for the Cubs accomplishments.
Each Pack is different enough, not much is available online about other ways that Troops can participate in a Blue & Gold Banquet.
